It's not so much a "punchline" as it is a total non sequitur. I like how he's trying to brag, but all he can come with is how many socks he has. (and Bill begins laughing again!)
It's absolutely a punchline, but one that only works in the context of its own repetition.
Truly one of the classic non-comebacks.
