Kitesurfing indeed. It's fairly common here. Any give day at the beach will have a few, weekends over 20. It's cool watching all the kites moving against each other, the same effect when 20 hot air balloons launch all together.
Saw one guy on the news doing it last year during hurricane Ike. Things didn't end so well for him, as he went up and over the road and into a building at 30 MPH.
